He's not thinking of a different site. What you're witnessing is the logic that people often use here to justify calling negative reviews out as bullshit. If a favourite game gets negative review, that reviewer is always clickbait, lying, bashing, opposite console fanboy etc.
So the reasons the review is bullshit are : -

They stopped adding features long back. Ships are not some big feature that pushes back development. Ships are something that need to come out anyway. They have a dedicated ship pipeline that pushes them out and the game will eventually need many more ships anyway.
