I think RDR was an improvement over GTAIV in the graphics department, and it was running on the same engine. I trust in Rockstar North on this matter.
No, you can definitely see changes in the visual quality. The character models look much more detailed. The facial textures are of a higher resolution.
Since Red Dead Redemption was visually improved over GTA IV, I'm going to assume that GTA V will have at least some visual improvement over IV.
Such a poorly made comparison. If GTA IV is on top in a top to bottom comparison, then it should consistently remain on the left when you switch over to a left to right comparison. Though if you want to make sure you don't piss off the viewer, stop alternating between top/bottom and left/right so quickly.
I didn't notice any major re-use of assets. Perhaps a newspaper vendor or a trashcan here or there are the same, but overall everything in GTA V looks new.

Are you criticizing the mechanic because it doesn't make sense in the context of the story or because it's simply annoying as a game mechanic?
Because if it's the former, there are a million other story points to criticize for being illogical. The fact that you'd run out of energy and have to stop is arguably an obstacle that forces the player to pay attention and use strategy.

Sony Santa Monica and a whole mess of other Sony studios took advantage of Blu Ray for uncompressed audio and higher quality cutscenes, but most developers didn't really take advantage of it at the beginning of the gene...
We can't be sure that GTA5 will be on this gen of consoles.
Although at this juncture in time we've seen trailers and ads that have the 360 and PS3 logos at the end, those could just be there are placeholders so as to avoid confirming to the public the existence of Xbox 3 and PS4.
