yeah, it's remarkable what the modding community can accomplish. Thankfully, ArmA 3 will also be friendly to mods :D

Current generation graphics cards are capable of similar visuals. Even the shadows can be pushed to that level with a high resolution + soft shadows and variable penumbra.
Obviously, this is how games can look nowadays - provided the developers decide to push the graphical boundaries.
