If the steelbook will be on your shelf (rather than resold), why does the disc matter? If you aren't reselling, you'll just install the exact same file via disc or by download (except that with the disc you'll still need a download to fix the inevitable bugs that ship in the initial version).
If you are getting the collector's edition to keep, why does the disc matter? I understand for the people planning to buy the disc day one and sell it a few weeks later when they are done, but if you are just planning on keeping the box on your shelf, what benefit are you deriving from the disc at that point?

Fortunately the vast majority of people buying this game will be getting it on PS5 to begin with, so this really only affects people who are planning to buy a PS5 after Horizon launches but before they are done with the game on PS4. It doesn't seem like the smartest move, but it's different situation than something like Ghost of Tsushima where everyone who owned the game until a few weeks ago owned the PS4 version.

I am hoping they make the SSD expansion available to everyone soon. I didn't get in the firmware beta, and although I have an external HDD, I'd like to keep that primarily for PS4 games and put PS5 games on the extra SSD. That feature has been out in beta for awhile so it will hopefully launch for everyone soon.

This must be a devastating blow, since we know from the "install base" logic that these earlier gen versions must have been the far more popular versions of the game, since there were far more of these consoles in people's homes than PS4s or XONEs when this game launched in 2015.
