No one claims VgChartz is an accurate source but it is not "false" either. They are estimates and Activision, please feel free to provide us with official numbers.
If Infinite Warfare pre-orders weren't low they would have said they are high.
Notice they only mention that infinite Warfare pre-orders were off to a "strong start". It means they dropped off once the Youtube dislike-gate blew up.

PC already gets these games. Publishers have their own services to push like UPlay/Origin/Steam/etc. These publishers will not publish these games on the Windows Store because they won't give Microsoft a cut.

They wouldn't have to. The days of games spamming Facebook with game posts like asking for lives and whatnot are over. These days if you don't want games to post to social media, they don't.

Inaccurate could mean pre-orders are higher, it could mean they are lower. Until Activision provides us with official pre-order data, we can assume the game is performing badly.
