More Power = Higher Price Too
Neo will likely come out this year so it will have a year head-start with a lower price.
As for the console supporting the high-end specs required for Oculust, it is unlikely. I'm sure it's something Microsoft would like but it is unrealistic if they want to actually sell these consoles....

The current Xbox One is unable to do VR. That means that the 'Scorpio' would be the only console able to run this VR game. Considering the 'Scorpio' is rumored to be ~6teraflops, that means it will retail for about $500-$600....
Since Microsoft has a hard enough time selling Xbox One consoles even at $299, there's no way they will be able to sell enough Xbox One 'Scorpio' consoles to justify any form of real suppor...

AMD is to blame for this. They are pretty much forcing their new chips on both Sony and MS.

They're going for affordable. Max $299 at launch for the basic unit. Anything else it would be DOA.

The Xbox Two is reportedly more powerful but it's also releasing much later and a much higher price point. My guess is it will be at least $100 more than the NEO.
