The CPU needs are a lot less for a console and that has been shown so many times over the years. Same games on PC vs consoles and the same gaming fidelity require a great deal more CPU processing to run on a PC. PC's just have so much weight to deal with one-fits-all version of Windows you have to run on PCs. Whereas the XBOX version of Windows has been streamlined from the ground up for gaming.
