A BluRay is not rendering a movie real time using computations from a GPU. This game is being presented the way it is because the developers cannot achieve full screen 1080p without compromises to their vision. There is no need to feed us bullcrap, the game still looks excellent.
This game is missing roughly 26% of the pixels of a true 1080p game. The fact they are still pimping resolution is sad, but the fact they lie about it is even worst.
It might be because Uncharted will be true 1080p and have more pixels (around 500k more) than the Order.
1920x1080p=2073600
1920x800p=1536000
2073600-1536000/2073600 x 100 = 26% less pixels
Remember it is all about what you are actively rendering. Black bars are not rendered.

All the tech mumbo jumbo aside the game still looks better than the PS4 version. This is truly a case of perception is reality. Whether in static or dynamic images the XB1 version looks slightly better.
But Halo 5 Guardians will look better.
