Hang on folks, there's speculation that it may be due to a bug in Steamworks and not necessarily done by design. Let's be a little patient, get some clarification from Platinum/Konami, and wait for things to clear up.
Disc gaming is still the venue of choice for an overwhelming proportion of console gamers - now, in the foreseeable, and maybe forever. The cloud sounds neat and all, but can never replicate the feeling of ownership that you find with disc-based games, and that is an enormous sticking point for many.

Always online is the future? You sound like a Microsoft, EA, or Ubisoft spokesperson. Even if internet speeds become capable of handling them, an exclusively (or predominantly) always-online gaming industry will never exist because too many people are and always will be inherently opposed to the idea of not owning their own games.
This is becoming a new trend to try and subtly sneak in always-online DRM under the guise of "persistent" and "living" worlds. Bull****. Publishers are trying to transform games from a product (that you own) to a service that you rent from them, until their servers see less activity and are invariably turned off.
