Justifying its release on the PS3 due to a large userbase isn't very reasonable. Keep in mind that GT5 is still selling extremely well on PS3 years after it was released. Putting GT6 on PS3 will not only cannibalize GT5 sales, it will also deprive the PS4 of Sony's most important franchise.
Activision's dev costs arent too high because they recycle the same engine for their same-generation games. The "rising" costs for Activision will be the increased marketing costs to have posters of Modern Warfare 5 on the back of your cereal box.
Whether you're a Sony fanboy or Microsoft fanboy, this is good news for the industry. It sounds pathetic to root for a corporation presumably only interested in its bottom line, but as a gamer I recognize the inherent benefit of a gaming powerhouse back on the rebound. Good work Sony.

To Activision, next-gen means marginally improved lighting and a few extra shaders.
I'm not a hater by any means, but this is good news for the industry. Slower sales of Call of Duty means less money rewarding slight or marginal improvements in yearly, formulaic iterations and money that's more likely to reward a wider array of genres and REAL creative efforts from other developers.
