Basically, it's because Sony is a terrible company that got very lucky that their competition in the home console space are more incompetent than them.

If the game flops, I'd be concerned for RAD's future. They worked on PSP games and then tried really hard to get work with a third party publisher. They wanted to make their own original games, but no one was biting. Then they crawled back to Sony and somehow got a PS4 game. If The Order flops, I doubt Sony will fund another big PS4 game from them. Sony isn't exactly making games for Vita either, so another God of War spinoff is off the table.
While not PS4 exclusive, LBP3 flopped.
Meanwhile Vita owners ask them for the most basic of things and get ignored ...
I don't own a PS4, but when it comes to PS3 and Vita cross-buy titles, I play on Vita the majority of the time. I prefer being able to pick up a game, put it in sleep mode, do something else, and then come back to immediately where I left off without hogging anyone's space. The exceptions come from the situations where the Vita port is poorly made.
PSP sold more than each of those PS3s combined in Japan. Why is there no miniature handhelds?

No, of course not. That would mean Sony would actually have to support Vita.
Media Create has stopped tracking it. Its sales have been negligible for a while now and it turns 10 this year so software releases are slowing down to a trickle.

... That's not at all what happened. Ken Levine wanted to design a strategy role-playing game set in the Bioshock universe for Vita. iOS got a port of the first game. Might I add that said port received horrible reviews.
@Skate-AK How many PS4 games are actually exclusive to PS4? I think you can count that number on one hand right now. If people are fine with that, why can't they be okay with Vita having a lot of multi-platform games?

You'll find most PS Vita compatible games are listed as being playable on the device.

PS4 sales will grow during the late winter/early spring window, but you're making that lineup look bigger than it is:
- Type-0 HD and Episode Duscae are the same thing. Interest in Type-0 HD seems a bit muted too, since they got the game on PSP. With no date for Episode Duscae given, Japan just might wait this one out until the game hits the bargain bins.
- The Order is a new cinematic western IP. I'm not sure that will do much in Japan. Other western...
I have the latest version of Unity installed on my PC. There's no 3DS listed as an official platform. Either the devs mistakenly left that in there, or they ported the engine themselves specifically for this project.
GDC is soon, so an announcement for 3DS Unity support could be coming, but I highly doubt this is an example of it. Usually you need to announce something before external developers like this are allowed to use it.
