When I think "God of War Collection developer" I think Bluepoint, not Sanzaru ... Now, when you say "Sly Cooper: Thieves In Time developer" that's Sanzaru.
Persona 5 is going to happen on a handheld. Every prior entry in the series has been ported to one. However, you're right in that it won't be Vita. It will most likely be Nintendo's next handheld.
I think asking for Atlus to make an original side Persona on Vita in 2015 isn't possible. Despite big success on the platform with Persona 4 Golden and Dragon's Crown, Atlus doesn't really make Vita games. They make oodles and oodles of 3DS titles, though.
With Sony and Vita it isn't ports vs. original games. It's ports vs. literally nothing from them. Recently Sony has been doing a lot of the latter.

No, it's all on Sony. They're a terrible company who's only been successful in the home console space because they've somehow ran into competition more incompetent than they are.
Highly expensive proprietary memory cards + the news of Sony shutting down PSM and removing the ability to redownload content means this can't be true.
Wii U sells best in the US and its numbers there aren't anything great.
With traditional publishing on PlayStation you need to be a professional. You need to own a company, spend thousands on devkits and pay for Unity Pro if your game grosses more than $100,000. It's not as easy as PSM was. With PSM, anyone could have developed a game. For Free. Even with Unity.
Nintendo's probably not happy Vita exists in the first place, some unreleased homebrew isn't exactly going to change things.

Presumably the revenue generated from PSM wasn't large enough to offset the costs of the servers and the skeleton crew running the store/SDK updates. They could have tried improving that by enabling trophy support, making PSM games available in the normal Vita store, and even enabling playback on PS4. But nah, I guess that costs money that could be better spent on another non-gaming service like PlayStation Vue or Music.

Prospective Chinese Vita owners clearly wouldn't want games like Tearaway, LittleBigPlanet, Gravity Rush, Hot Shots Golf, Freedom Wars or Oreshika. They want Farming Simulator 2014!
A better thing than an expansion pack to a Monster Hunter clone would be an actual non-Frontier/phone port Monster Hunter. But hey, then Sony might actually sell some Vitas.

It was never a Vita exclusive. It was originally a PSP game ported to Vita.
