Switches, routers etc are more software based than actual hardware based since they use mutli-core processing, software by far is more important.
MS is trying to get devs interested in their API, why? because they have made massive improvements to it, and want to see what developers think of it.
MS uses many different API's, Dolby, OpenGL, Java, DX...MS is a software company they utilize various API's for different applications.

Xbox 360 had much advanced hardware compared to the Xbox though, hence why it could easily emulate Xbox titles on it, although not all games worked great.
PowerPC on X86 is very tricky to do, although it can be done, it's very dependent on the CPU speeds/architecture.
It's not about processing, it's the architecture which they have problems with.
