I'd say yes, Intel has historically improved performance around 6%.
But this doesn't really paint a full picture. The die shrink to 12nm reduced power consumption and thermals are way down. Also faster memory clocks should be available to many users which Zen's Infinity Fabric is tied to. So while base is around 10% over clocks should get a more significant boost.
The more Bioware talks like they have recently the more I dislike them. Their recent defense of EA has been utter BS and this is basically... "say whatever people want to hear"
It's pretty clear Bioware's feet are being held over the coals and EA's Axe is swinging for the rope that holds them up.

Well Xbox is actually getting outsold by PS4 considerably more in both hardware and especially software than it was 4 years ago, So if that's Phil's idea of fixing xbox it's no surprise they are in the position they are.
