it's nice to see a developer not try and stretch the story out JUST so they can say, "yeah, we made a trilogy."

analyze exactly WHAT it was that Halo had that made it a phenomenon, and then try and imbue the new title with those traits. this is what i think of Halo back when it released:

in fact, most game budgets are anywhere from $10-$20 million dollars max. and that's still for a solid, AAA budgeted title.
there are special circumstances, like with MGS4 and Killzone 2, where the developers are spending most of that budget on researching and developing an engine and techniques that will be shared across studios, but most game development budgets are reasonable.
