Then who is the target audience? It can't be console gamers. The cheapest ones are just streaming devices and the better and best ones will cost more than the PS4 and XBO. They're also upgradable, which the general consumer doesn't want to deal with. They use off the shelf parts. The Steam Machines are literally PCs with smaller dimensions.
Anyways... I can see a LOT of indie exclusives on the Steam Machines. Valve games? Unlikely, but maybe as timed exclusives.

If this I true, I hope devs ignore that damn policy. They have absolutely NO reason to gimp the PS4 because of the XBO. They were the ones complaining about hardware constraints with the PS3 and 360, so they should put take advantage of the PS4's power.

Why do you actually think that the Xbox One is more powerful? Which one is better? inFamous: Second Son with amazing graphics and native 1080p @ a constant 30fps, or Dead Rising 3, running at 720p and struggling to maintain 30fps?

That's what I thought. Then I saw an interview from Tetsuya Nomura about how SE Japan was gonna make FFXV sequels because of when they were going to release the game... topped with the fact that FFXV's development on the next gen consoles started in 2011, I think we could be looking at a May-June 2014 release in Japan and a July-August release for the west.
If this is true, then this is what Yoshida was talking about the other day. I'm sure there are also other optimizations to be done (like any other console), but this is even better if true. It'll help out the PS4 even more later on in the gen.

Alright, let me make this as clear as possible.
Kingdom Hearts 3 is NOT coming out in 2014, no matter how optimistic you want to be. SE has already said KH3's release will be noticeably gapped with FFXV on the PS4/XBO.
'X' might have a chance, but I doubt it because Nintendo hasn't even given us an official name yet.
That being said, it is a good year for both RPG fans next year.
