Well, most of it is just a texture plastered onto a box or plane. So it wouldn't be that consuming in terms of processing power.
Though the amount of detail does seem to suggest something beyond the scope of just a racing track.

Apparently, not only is MW2 a disappointing game, but also one of the games you should play before you die.
EDIT: Under Season#1, I check their Top 10 Greatest games of all time. MW2 was ranked #7 there.
So it's the 9th most disappointing game and the 7th greatest game.

The effects are one thing, but I liked the stylized look even more.
It's popular because there really hasn't been any game competing with it recently.
EA's been just idling by and only recently did they start pumping more Battlefield/MoH games.

Having tight and fluid controls, good graphics and frame-rate, demo-recording tools (PC) along with other features help it as well.

I wasn't really trying to call you out, just wondered what made it a preview.
It does list some things, true, but a preview is usually informative and objective. Judging by the tone in the whole article, I'm hesitant to accept it as such.

Well, they got the audio part right, but the game played out more like a third-person action game than a survival horror one.
