The thing about consoles is not that they're weak, it's that they are static. This has its advantages, such as games being highly optimized, but also has some disadvantages. One disadvantage is that developers have to decide whether they should have more eyecandy/other feature, or a higher frame-rate.

Well, for #1, I would assume that most people don't use a PC just for gaming. Chances are, they're going to need a PC anyways, and would need to throw a bit of extra money for a good GPU to make it suitable for gaming.
For #2, a hardware upgrade isn't necessary, but I suppose you do have a point since sometimes new games requires new DirecX versions or a newer OS, so there is some maintenance cost.
