I'm not convinced these are issues to be concerned about. For example, there are some things that may not have been considered:
1. The language skills of the development team.
2. Familiarity with different development environments
3. Industry experience

I dislike the writing style on this article. Less is more sometimes.... Konami appears to be going under. They're probably backing out of the video game business to focus on other ventures.
