It doesn't have to be done the way the Spiderman license was done. The licenses could be one-time use and handed out on a case by case basis. If a company does a good job on a particular game they get an option for a sequel.
I don't think the difference in the PS3 and PS4 will be as drastic as the PS3 and PS2. The PS3 was hard to work with. The PS4 should be much easier. So there won't be nearly as much extra work. If the tools are good. The cost shouldn't go up much.

Console makers need to start offering Ultra models to take some of that money. A $600 console that isn't pushing some new disc format or alien CPU architecture could compete on graphics and be upgraded every 3 years. I think both will do a subsidized plan. The days of consoles being sold at a lose for the first few years are over. They are trying to figure out a way to make a profit day one. But the specs of these consoles point to them already being extremely cheap to make. I don't get any money because I realized Madden sucked way back in '97. I have bought one copy since. Well two. I bought the one after the broncos won the SB because I thought they would finally get a fair shake. Wrong. I returned it for a PC copy that was actually better. And again in 200 or '01 because they let you design your own plays. I did love that. Rarely played a game, just designed plays.

I think the first generation of games on the new consoles won't be 60 fps because they aren't using the HSA features of the Chips. I believe Mark Cerny mentioned that in one of his interviews. Once they get the hang of the chips the games will be 1080p 60fps.

After reading about the digital distribution rumor the "always on" thing may make sense for a subscription purchased 720. If you get off line the subsidized 720 will no longer work. A 720 bought at full price will never be subject to the fanboy notion of always on. Depending on the price of the Live access this could be a good deal for some.
