Because when unannounced, unexpected pre-orders open up, especially on non-US retail sites, it has a decent chance of being a mistake.

Exactly. Trolls troll because they get reactions, and Blizzard has done nothing but feed the trolls since day one. If you're not gonna get rid of your chat features, the only thing you can do is have a report feature and pay people to moderate your chats. If people want to play in a totally "safe" environment then they can play with their friends.
