It really doesn't. Most of those games are only equivalent to medium settings. Gears of War 5 for example is definitely only really medium, with a very few number of small effects set to high.
On the Digital Foundry SSR comparison shots it's actually below medium. PC ultra settings on most games are usually at least 2 steps above what Xbox one X can do.
Next gen consoles could run it 4K 60FPS, but it won't be at anything like the ultra level settings that you see here in the PC version.
It seems possible they could do a 4K 30FPS with most of these settings turned up. A $300 RX Radeon 5700 can do that now, which seems reasonable. In a year when those consoles arrive that card will only be lower midrange.

PS4 almost certainly couldn't straight up emulate PS3 games like this powerful PC is doing. However if someone bothered to port the games over to run natively on PS4 then sure, it'll run fine, a lot better in fact just like all the other PS3 to PS4 ports out there.

PC with ray tracing enabled might be very demanding but it's a generation beyond the effects on any console, including Xbox One X. The video makes that obvious. It takes a full step further than what is possible from current consoles, and is clearly an early peek at the future.

This game needs 60FPS. Controls so sluggish on console at 30FPS. PC will make the game feel far more fluid and slick to play.

As a game, it's underwhelming, short, and derivative. It was judged and found wanting when it arrived by most review sites. Nothing has changed to warrant revising that.
