It's too late to attract the same level of indie support that Sony has for launch. I'm not saying that it's too late full stop, they could turn it around with self-publishing and doubling down on developer relations/support.
Like the article says, it's a step in the right direction but it's not enough or soon enough to make much of a difference in the critical launch window.
Look at all the exclusive/console exclusive indie titles Sony is bringing to PS4, this is definitely a case of too little too late for MS. Allow self publishing and then we'll talk but until then MS are still far behind Sony in this regard.

Knack gets a hard wrap for not being a 'shooty shooty kill kill hardcoarz gaem' but it actually looks pretty fun. Sometimes simplicity can be much more engaging than complex gameplay, the popularity of the Lego games and Skylanders can attest to that.
