The trailer alone shows they put appropriate thought into his conclusion. He matches the setting well and his dialogue in relation to hating portals was spot on. If the subtle rumours of additional guest characters are true (1 specific to each console) then it will be interesting to see if those receive the same level of thought.

Great game but yes I'd say the two areas needing the most attention would be:
1. Connecting Domes (When I realized that wasn't possible, I laughed). I imagine (hope) that in one of the upcoming instalments they add that functionality, and perhaps interesting sci-fi bits to create outside domes (such as living along mountain cliffs, etc).
2. Better UI in relation to the Citizens. It's a tad messy/chore to utilize in its current form. Example be...
As much as I love the Xenosaga trilogy (which was meant to be a sega). And as much as I personally loved Episode 1, and 3. I wouldn't label Episode 3 being the best of all time (it's certainly up there), primarily because there's just too many fantastic contenders.

I get the mentality in that (we get used to a price point and when we see it drastically fall in a small amount of time, it seems odd). That said, Prey is absolutely worth its current price - if you are into its style of gameplay.
