I think Jolene Andersen, the RE2 Remake VA, makes a perfect middle ground between the two. This one is too monotonous.

It sold 300K on Steam alone. Maybe 70K on Xbox.
It's good for a PC release a year later. These kinds of games don't shift big numbers on PC.

3M gap for a console that presumably has 'no exclusives' and is succeeding a terrible generation is still good.

The CEO is not talking about Silent Hill 2 Remake selling 10 million, he's talking about the ceiling of what they can sell in the near future. The current ceiling is 2 million copies, but the studio feels confident that with tipping their toes into survival horror 10M could be achievable soon.
Hogwarts Legacy is 84 on Metacritic, already below the 90 line that seems to picked as GOTY. Besides, the whiny journalists would never give JKR that satisfaction (in their minds).
People need to keep in mind that GOTY is decided by a voting jury that consists of 96 journalists from media outlets (representing 90% of the votes) and public fans voting (representing 10%). It's basically Metacritic Award. FF16 might win a couple of awards, but not GOTY. Especially not with urnalists already whining about the white cast and European-like setting. It'll be either Zelda or Starfield.

DICE pretty much said they don't understand why Bad Company 2 was popular and deemed great, so this is accurate.
