Matchmaking is left up to third-party solutions, which is a big reason for Sony's partnership with XFire.
For example, most launch games going online actually "tunnel" to each other using Gamespy or XFire- they only connect to the Playstation Network to get your gamertag info, if at all.
If a dev wants to do matchmaking, they pretty much just have to work with the features that their partner (Gamespy or Xfire) has.

In the 3 months leading up to March, 3006, Microsoft posted a net profit exceeding 3 Billion dollars (counting all divisions). Over the same period, Sony earned something like less than half a billion (counting all divisions again).
