This is only because many of the Vita's games are digital only. In cases like this were physical is an option, I think most people probably still prefer to buy a physical copy.
If you have already bought it, it will show up as free all the time (regardless of the system on which it was bought). Many (if not all) crossbuy games work this way. Just to double-check, I looked on the online version of the store, and it shows the PS3 game as free (I bought it on my Vita).
The real question is, even when we finally get it, will it be the game we want?
If it were my call it would be (it's not my call).
Hopefully you can just buy the game and it won't be based on microtransactions.

Even though they haven't officially said anything about GR2, I think it is pretty safe to assume it will be a PS4 exclusive seeing as they have openly stated they are not working on any big Vita titles.

The 1000 SKU is a model of the system, not the platform itself. Sony meant what they originally said; later comments were just damage control.
These guys seem to find "leaks" that later turn out to be fake fairly frequently.

As a huge Terraria fan, this game looks really good, especially considering it has a Vita stretch goal.
I'll get the game at Gamestop I guess, but any additional characters or playsets will be bought at Walmart (way cheaper).

I have hopes that this will be an improvement. If you'll notice on the trailer they released, it did not include the disclaimer that "content varies among platforms." Maybe I'm being overly optimistic, but I feel like this will be by far the best handheld Lego game we've got in a long time.
Also, not that it necessarily means anything, lots of news websites seem to not be questioning it. Just google "Vita settlement" and you'll find plenty of articles from reliable sites.
