well it depends what you want to build... You can build a great gaming machine for about 400 and it wont be crap either, but most people that you will find on forums are going to be like "oh man you gotta get this and that or you and your rig suck" and its just not true.
if you want to do vs console graphics that 400 dollar PC can still put out better graphics then that console.

not really, I have an old gtx 260 and it still manages to max out most games, the games it dont you can usually turn off an effect or 2 and the game still looks great. The best part is I can sell my card at any time and put it towards a new one.

they are made with a PC because thats how life works, but when a console version is the version thats the lead platform, all the assets poured into the project revolve around consoles. This is how PC games end up with whats overall sharp looking games but have out of place muddy/blurry textures that show up randomly.
