Agree that it's rare though. It's a shame because I think it reflects this AAA-only mentality of the media and some gamers.
Celeste even being considered next to the likes of God of War 2018 was awesome to see though. This past year, we saw Disco Elysium ($40 game) grab some awards/nominations too.
Journey was awarded quite a few GOTY. More recently, Celeste grabbed a few nominations at least.
It is rare, but I don't think "you have to ask why" some smaller games get considered GOTY despite being sub-$60.
