It isnt PS4's fault. 60fps games were releasing even on the PS2 so console's power is not an issue. The issue is the developer's willingness to do it. Have you ever messed with graphics settings on the pc? You will see that when you decrease graphical detail and video resolution, the frame rate increases. It isnt on the Wii U. It has sold only 194,000 in Japan since its release in Decemeber 2012 and sold only 73,000 in the west in its debut week. It has bombed.
The Wii U sold almost all of its total sales on launch because of ample supply. Since then no one has been buying it. Moreover, it only outsold PS360 by a small margin because they were more expensive especially PS3 which was $600 and suffered from severe supply constraints and shortages. You have to consider everything in context to assess the Wii U sales performance accurately.

I do not think it is any reason to celebrate for Nintendo fans. The console had DQX and Game & Wario released and it finally managed outsell PS3 by a margin of barely 4000 units. Moreover, the sales of the two titles are pathetic as compared to what first week sales for big titles and even the predecessors for these two titles usually are in Japan. Nintendo fans can enjoy their brief moment in the spotlight because from the next week on it is probably going to be the same old routine.
The PS4 is looking awesome but the PC master will be here soon to put it down again. I dont know what they get from doing that again and again. Yes, you can get games like COD on PS4 or XBOX720 and keep Wii U only for exclusives but not everybody thinks like that.
