Small install size could either mean compressed assets or limited areas, Spiderman is 45gb but is open world, Whereas RE2 is linear.

It will be called the PS5. Neo is not next gen, Scorpio is getting a head start into the next gen.
I agree with the neo isn't a huge upgrade. Scorpio is on another level, They are basically kick starting the next gen with scorpio.
The neo is a very minor upgrade. Scorpio is a whole new console...it's what a PS5 would look like in terms of specs.
2018 isn't that early. Prior to the PS3's insane life cycle. New consoles would be released every 5-6 years.
It will make a huge difference. Think of the WiiU. The only reason that thing bombed was because it released 7th gen hardware in an 8th gen war and third parties refused to stick along with last gen hardware.

Unfortunately, there isn't a way to manually update. Anything over than Pro auto-updates. To be honest, I'm glad that it auto updates. The number of times people forget to do their updates and then complain about getting hit by an exploit or some form of malware is avoidable if they bothered doing an update from time to time.
