Duke Nukem turned out like that because it changed several teams and no one knew what to do with it.
FFXV took this long cause they were waiting for the technology to improve.
That's really the lamest reason to complain. It doesn't matter at all in the end. Even if this stayed a spin-off you'd still wait the same time until a FFXV get's made. And to all of you who preach the superiority of turn-based, what are you worried about? If you're so sure about your turn-based combat then you should be sure this game will flop and no other FF will be real time. How were they different? What was so special about FF that made the difference the reason of SE's success? During the PS2 generation when we had turn-based RPGs galore, how can you state the turn based battle system to be the reason for FF's success?
Because people think of FF as a game with an amazing story, world and characters. They don't define the game by it's battle system which (up to FF X-2) was like any other's JRPG, not innovative, unoriginal and bland.
I do like the high school trend the last 2 entries had, however I agree with you. High school doesn't mean all characters need to be young, they could say make a teacher or two into Persona users as well.
I don't wanna bring your hopes down. I'll just say don't go into X-2 expecting it to be the same as X. That said, after accepting its differences I came to like x-2 as well.

12 isn't action based... it has an ATB system just like FF 7 had, giving you even options to adjust the battle speed and set the battle mode to wait, so enemy's won't attack while you scroll through menus. If you consider 7 turn based, then 12 is turn based too.
