No, thats still bad reporting since all your "proof" is a line of text someone posted in relation to some images and Nintendo News doesn't even entertain the idea that these images might be something else. I wouldn't say it was true or false, just bad reporting. What was found were 4 unused images, which could mean a number of things like Nintendo opted out of using them for existing cups, 4 cups were scrapped or a number of other things up to and including DLC. Instead of going with a more neutral "4 mysterious cup icons found in Mario Kart 8," they just jumped to the conclusion it was DLC for whatever reason.
