I see this and I think it's one of three possibilities.
1) It's a poorly worded statement indicating it comes with themed DLC (Fat Princess / Sly / Ratchet costumes), not a literal theme like what the XMB had.

Its not Xbox One fans that are mad they're getting more stuff, it's fans on other consoles that are mad they're losing stuff and paying the same price. Even if the items are deemed "worthless" in your eyes, I don't think it's hard to grasp why some people would be disappointed they either have to buy a specific version of the game or miss out....
I only see 1 comment out of 40 say the game should be free. If we include discounts, then the number jumps to 3, though 3/40 is still only 7.5% and that is the problem with these posts.
They report on an issue / problem that is so minute that it doesn't matter. Like, who cares if 3 people think that Metro should be free when 37 others disagree and make up a whopping 92.5%?

This has ALSO happened in the past. Since coins expire on June 30th, most physical items tend to sell out and have sold out years before. Club Nintendo has also been historically slow to restock, so it's hard to say if they're phasing out physical items or just a repeat of previous events.
