Sony said there would be two games swapped out each month and said that DriveClub would last for a while (I recall people saying a year), so obviously they can't swap two a month with DriveClub counting as one and they couldn't announce DriveClub PS Plus addition (and make it for that matter) without it being a long term freebie, so this makes the most sense.
While I agree the system is a little dated (as those updates change a lot in the long term), a long term style is only conceptually a good idea. The issue is that this requires a lot of resources and time being devoted to things that simply aren't going to pay off in terms of views and interest, plus it's fairly tedious for a reviewer whom might not be interested in seeing how all these updates change up the game. You really have to watch things like that though. The terms of service are against selling digital codes, so if a claim is made against you, there is a fairly large chance you will lose. This is what some people do on eBay (not all as some are stupid), but it is what it is. I just gave mine away.
They could also be cut content or scrapped ideas. Like Dixie Kong could have been a Diddy Kong alternate like others have, Ridley might have been a stage hazard, Chorus Men probably was considered for a 3DS exclusive stage and mewtwo could have been a poke ball summon or or something along these lines.

Eh, don't be mislead by this news. The edition was limited to only 15,300 copies and it doesn't help that it was revealed the standard version ( http://www.videogamer.com/w... ) of Bayonetta 2 in EU lack the first game, where as this edition includes it.

Nice promotion, but I am a little disappointed it seems to only be backwards going forward, instead of both ways. I only say I am disappointed, as this makes the last-gen version the obvious version to buy (something most people wouldn't have thought that), when it really shouldn't make a difference.
