In what context? In terms of sheer computing cloud, no, they haven't won the "battle". They've introduced a lot (by XBLA Gold comparison) of cloud services and appear to be adding more to the console space.

Its level design hasn't taken steps backwards. But I only know this from actually playing it. If you're a fan of God of War, you have nothing to worry about. The game is fantastic.
