VERY FEW people agree with you, even in most of the "lower score" reviews.
And Destiny's PvP is awful, compared to Halo 5's, or any Halo or just any competitive shooter for that matter.
Framerate has a more direct effect on gameplay than resolution, especially in racing sims, fighting games, and shooters.

I don't see a team-based co-op campaign either.

Then you might outright disappointed in games like Bloodborne and Uncharted 4, then.
U4 and Bloodborne are both 30fps and they also do the same thing, except their versions of those animations are 15 fps.

Azure's servers don't have to be "kept on". They remain "on" for whatever task, period.
In this case, it's basically virtualized servers on-demand.
MS rents out Azure to numerous different firms and companies. A set of servers is not going to be focused on one game. Say one server finishes a Crackdown session, it will just move to something else, such as music streaming or calculating weather.
