It looks like you have it backwards. They're not going for certain effects and having a bunch of stuff on screen (which is a result of gameplay) because they can't reach 1080p. They can easily sacrifice all that and obtain 1080p. They not chasing after a higher-res because would interfere with want to do with the effects and what can happen on screen.

Gamestop's business deals with physical media.
Physical objects actually have residual value.
Gamestop profits from buying your physical disc for cheap, marking up the price, and then reselling it to someone else for much more than they paid you for it (though still cheaper than new).

Actually, his job is to make profit off of gaming. To a platform holder, selling hardware is negligible if they're not making money from software, subscriptions and a cut from 3rd party licenses, or if they're taking a loss on each box sold.
That's why MS has been giving Windows 10 away for free instead of charging for it. They want people using their store.
