The cell was built by IBM, Sony and Toshiba. They will all have their own agenda for making the chip.

I've not seen any evidence beyond a fanboy's keyboard that suggests the cell was designed specifically for the PS3.

The cell only has one decent processor, the rest are vector processors. This is why the cell isn't as powerful as what some people want to believe.
It's also why the developers can't tap into the so called "hidden power" of the PS3. It's because that magical hidden power can't be applied to games. The cell was designed for modern TVs that need to process streaming imagery. It's totally usless for video games.

The Killzone 2 engine doesn't look that great to me. The coders have deliberately picked an environment that's easy to render.
For example - try asking the Killzone 2 engine to render the forests of Crysis and the engine will probably choke.
But to be fair to the Killzone team, knowing your limits and not trying to bite off more than you (or the console) can chew is all part of what makes a great dev team.

360 and PS3 are equal. It's their video cards that dictates how powerful they are and both machines have similarly spec'd video cards. The CPUs are pretty much irrelevant in most video games.
