Again the Division is still dealing with a MUCH smaller land mass, and it's far from an MMO. You're dealing with two very different games, 140 players in Ark server versus The Divisions hugely instanced world. You never noticed how suddenly all the people from the Safe Zone disappear the moment you step out of it? How you never see anyone roaming around the streets but the same Civilians doing the same thing?

48km squared play area, the amount that can potentially happen at one time and the fact that it's just a UE4 engine game with a large play area. All UE4 games with large land masses have had largely the same issues as ARK; the big ones being Squad and Player Unknowns Battlegrounds.
You can't just look at a games visuals as a barometer for how something like Ark should run.
Because of the nature of consoles, you can never look at PC and console hardware and make a 1 to 1 comparison. You also can't add a PC's Memory and VRAM and claim it has 24gb of memory, it doesn't work that way.

Everything else was fine, I'll even let Fusion Frenzy pass but...AZURIK!? Like sure it's an early game, but it wasn't ever a good game. Azurik and Obi Wan were two of the early Xbox games that made you think buying an Xbox at launch might have been a mistake.
