LA Noire spent 5 years in development hell while the motion scan tech was developed and most of the content was made in the last 2 years it's not exactly typical. Crysis one on the other hand still one of the best looking games out was done in 3 years for 18 million, Uncahrted 2 took 2 years is still one of the best looking games and cost under 20 million, The Witcher 2 probably the best looking RPG today cost 5 million.

I don't really see the point in developing an engine that is less capable that what is already widely available really, unless of coarse you are trying to create something specific and specialised like a large scale RTS engine or something that isn't already readily available.
Especially when there are engines like Unity that are available for free and hugely capable engines that are easy and cheapl...

While the Samaritan demo took 3 GTX580s to run that was on a PC with an unoptimised build (Epic said they could get it to run on one optimised) with all the OS and API overheads PC games have to deal with. And it was running at a rock solid 60fps @ 1080p.
An optimised build on console @ 30fps (most games this gen are) you won't need close to that level of hardware. Also given the next Sony/MS consoles won't be out until 2013 at the soonest we are looking at 2 generat...

We play games, but if there is the option of playing the game with better visuals what's the point in having worse visuals? I mean better visuals can only make the experience better.

there are ways of using that hardware AMD and Nvidia made sure of that, instead of Devs putting some extra work into making games look better PC enthusiasts now have to use 3 monitors in 3D @ 60fps with 8x AA to push their rigs...

That is a bad idea you need first party exclusives to push hardware, 3rd party ports don't push hardware as seen with the 3DS.
By that logic the PC version would be the lead...
