I know you were joking and trying to be smartass, but in actuality, YES, it is almost exactly like PS+.
Both give away two types of games.
1) Games I already own
2) Games I never cared about in the first place
The only real difference is that one gives you free games, and the other is a rental service.

Sony put theirs at the bottom initially because at the time most games still used the D-Pad for movement. Xbox came along in the next gen and put it in a better location.
Now, 15 years later, the Analog stick has LONG since replaced the D-Pad as the primary input for the majority of games, but Sony is stuck in their ways and still have it down in the lower position like it is second priority.

I like new fancy graphics, but they aren't necessary. I like to play CoD once in awhile with a group of friends who basically play nothing else but CoD. And I couldn't possibly give two craps about sales.
That said, this game honestly looks fun, but to say it could be the "star" of the PS4 launch seems absolutely ridiculous to me.

The game could be super fun, I'll certainly check it out, but in no way will it compare to the half dozen or more retail games I'll be buying at launch of both consoles in November.

There were lots of great games this generation.
I don't see anything on that list that says they are only counting exclusive titles.
There are dozens of spectacular multiplatform games on the 360, some of the best games of all time, I think.
And they are all better when played on a 360 with the superior controller and online service.
Sorry but that's my honest opinion.
I don't think the list is really referencing the reliability of the hardware.
When you can show me a game that looks or plays better because of any of those things, let me know.
They are certainly very evenly matched, but for me it's no contest in favor of the 360. By far the better controller, better online service, and better experience with that 90% of games you mentioned that are on both consoles.
The PS3 is a decent machine, but for me there is no reason to use it aside from a few exclusive games, because the 360 does everything else better.

The 360 should be number one, in my personal opinion. It's certainly my favorite console of all time, and that goes back to the Atari 2600 when I was 5 years old.
A case could be made to put PS2 in second, but I personally would put it third behind the original Xbox.
As for PS3, seventh seems generous, honestly.
