As far as I'm aware, I don't think they have ever clearly answered that question yet.
I would hope it would allow for installing games, because otherwise it is useless to me because I'm not one to keep a digital movie collection or anything like that.

I played Killzone with my buddies a couple times over the course of launch week, and haven't powered my PS4 back on since because I can't quit playing Ryse.
It's amazing. But isn't that what makes games great? There is something for everyone and we don't all have to like the same thing.

Yes, unfortunately, this is becoming all too popular. EA started it years ago with the ability to buy stuff for Need for Speed that you would unlock just by playing.
Now a ton of games do it, in one form or another.
I'm fairly certain Assassin's Creed 4 has DLC that unlocks multiplayer perks for you right away.
XB1 is supposedly going to support External drives since you can't replace the internal one.
But the games-per-console rate is actually lower.

I think it's great. I played through the whole game, then started playing AC4 and actually got a little bored and went back to Ryse and started playing multiplayer, and started the campaign over on the hardest difficulty.

You have the free option to send your console in and get it repaired.
