He means that Sony used the Eyetoy technology as a basis to develop it's own motion control scheme : a camera tracking an object's position (the controler) in 3d space based on it's shape and colour.
that's probably the reason why they made sure the console shuts itself off. Anyway the heatsink/fan combination they are using to cool things down will not be enough : the heatsink is too thin and even if the fan might blow enough air into it, everything is so crammed full in this box that I don't see how the heat will be able to dissipate properly. As for Kinect being able to scan objects, it was probably part of it in the begining when the camera had still it's own internal processor because it requires processing power and capabilities to analyse a drawing and/or an scanned object and implement it in a game.

Actually many software development kits are available for Kinect the one they are most likely using is Gesturetek's Momo :

Unless the regular cam in Kinect is able to track you fast enough to detect the slightest change in your facial expression or that MS baught the patent from Sony it's very unlikely that it will ever be implemented.

MS bought the licence for the gesture recognition software from GestureTek but if they wanted to pass the "Natal" concept as their technology, which is not (except maybe for added voice recognition) they had to at least have their own camera running the thing.
But MS has never manufactured Z-cams so they bought this israeli start-up called 3DV Systems and it's daughter company Prime Sens which is man...
MS uses Gesturetek's gesture recognition software, and it's the exact same company that developped and licenced the gesture recognition software for the Eyetoy. Undeniable proof follows.
Primesens is just the israeli company which is manufacturing the camera and which MS had to buy to be able to claim paternity on the "Kinect technology". The only thing MS did by itself was to create Kinectimals, Ricochet, and the bunch of minigames we've seen.
I'm pretty sure MS didn't really redesign the console, they just found a way to cram the cheap components they are using into a new case.
