The recommended requirements are probably what are needed to run the game on high settings at 60 FPS. (The game does run on consoles, after all). Max settings will obviously require a DX11 card.

Dragon Age uses the Eclipse engine while Mass Effect 2 uses Unreal Engine 3.
I actually didn't have any problems with STALKER, not even at launch. I got weird graphics anomalies like flickering shadows at worst.
