Take-Two/Rockstar just want people to buy the console version first.
They do that to generate ad revenue by having the ads refreshed.

Tom's Hardware has gone way down in credibility over the years.
They've put up some truly terrible articles. One of the worst was a graphics card review which was translated from Chinese to English. Half of it didn't even make sense.
I benchmarked my games in XP then benchmarked them in Vista.
The results show that XP is faster.
In TF2, average loss in Vista is 7 FPS. Also introduced some annoying stuttering that was not evident in XP.
In Assassin's Creed, average loss in Vista is 18 FPS.
In HL2: Ep. 2, average loss in Vista is about 6 FPS.
I will miss Vista's spiffy UI, but I will welcome XP's improved performance with open arms.
Maybe you aren't having these performance ...
I stopped playing WoW several years ago, but free content updates are always nice.
I just installed Vista last night and performance is still shït, even with SP1.
Looks like I'll be going back to XP.
I'm currently grabbing XP with SP3 slipstreamed.
If they take it third-person, the Call of Duty series will be dead to me.

I still don't really see why anybody would want to play an RTS on a console, though. They frustrate me more than entertain me.
Seems like you aren't even looking beyond the surface of the PC when it comes to games. You're only referring to the big, well advertised names in PC gaming. However, there are a huge amount of smaller games made by small indie developers. This is what makes PC gaming so great: the amount of variety there is.
