Those requirements are pretty vague, but they seem pretty modest. Any modern computer should be able to run GTA4 well.
I don't believe Crytek have specified a date for when they will release a console game.

I'm surprised it got as good a score on the 360 as it did.
The PC version is excellent, but the technical issues and controls make it pretty terrible on the 360.

Why the hell would Microsoft stop making Windows or make it so that their operating system can't play games?
If the Windows OS dies, then the gaming market would just shift to another operating system. Developers would start developing in OpenGL and make their games work on Macs and Linux. Or maybe Apple would start developing their own graphics API.
