I think the idea is that the most overall anticipated would obviously be the winner of its sub-category, so they give that award to the second-most voted in that category. Or that at the least could be the thinking behind how some people voted and enough people did so to also make that the result.
@sinspririt, the reason Hydrogen hasn't been adopted by consumers is because it cost a lot more than gasoline right now. Also that fact than only portions of CA have adopted a network of refilling stations.

My main gripe with it not being 4K/HDR is everytime I'm in a game and go back to the dashboard, the signal goes blank for a couple seconds because my TV is adjusting from a 4K/HDR signal to one that is not. It's not a huge deal, but it is quite annoying.

I think you're over thinking the process. Cloud streaming doesn't stream the memory and assets of the game. It just streams the output image and the player steams back input information. The workload and memory of the title is going to be the same. Essentially the servers are made up of Xbox Series X hardware running the games.
