I've seen the differences in COD (or GTA IV or Red Dead Redemption or FIFA etc.) games last gen, and these differences were tiny compared to now.
Did I enjoy the games? Of course! Did it bother me? Yes. Did I buy another console just to have better multiplatform games? No.

I'd cap it at 60 fps. I hate fluctuating framerates (e.g.: dropping from 100 to 60 is destroying my immersion)
If your system is capable you could cap it at 120 fps (don't know how taxing Watch Dogs will be)

Well, they don't want do the extra work just for one console. It's a publishers decision. Maybe they think a Wii U Version isn't worth (read: making them enough money) the extra work.
Maybe Nintendo should reach out to them asking if they could help them developing a Wii U version (with knowledge/developers/money).

If that's true, than yes it is plausible to do it.
As I might correct you: I've never said it is not possible to do, I am just thinking the average joes connection isn't good enough.
This is the approach a cloud is best used atm.
real-time ray-tracing? Of course it is possible for the servers to do it but you'd need a very stable connection.
I'm talking about (equal or) less than a 33ms ping (for 30fps games, 16ms for 60fps). I don't know how a backup solution would look and how it would confuse the gamer if the connection doesn't meet this condition...
Anything real-time related seems to be cumbersome while working with the cloud imho

at the 3D models and their quality?
at the concept "art"works?
I don't doubt their enthusiasm but I doubt their talent to produce a game which will accomplish their goals.
I know it sounds harsh but please be realistic and tell me:
Do you really think this game will be good if you look at this projects page? And why do you think so?

Nope, it doesn't look good enough IMO (this is tricky: when are graphics good enough?). PC version looks much better (if you can run it @1080p/60fps or better).
Every single multiplatform game looks better on PC. I'd hope so because my PC was way more expensive than my PS4.
