2023 has been a drought year. All the 1st party titles that were released between 2020-2022 were probably already being worked on before he arrived in this position.
So 2023 should have been an important year but nothing came out so far.

So it's not cumulative, you cannot add the PS5 units sold to those 117M because one person can have both console but only one PS+ sub.
